Poslan\u00edm Eur\u00f3pskeho spotrebite\u013esk\u00e9ho centra (ESC) je pom\u00e1ha\u0165 a radi\u0165 spotrebite\u013eom v ot\u00e1zkach ich pr\u00e1v a povinnost\u00ed obchodn\u00edkov. Ka\u017edoro\u010dne sa preto na n\u00e1s obracia mno\u017estvo spotrebite\u013eov. V uplynulom roku ich bolo takmer 2000.<\/p>\n

Naj\u010dastej\u0161ie vyskytuj\u00face sa probl\u00e9my<\/h2>\n

Vo v\u00e4\u010d\u0161ine pr\u00edpadov s<\/span>potrebitelia kontaktuj\u00fa ESC s probl\u00e9mami, ktor\u00e9 vznikli pri nakupovan\u00ed cez internet (93 %). \u010casto ide o pr\u00edpady nevr\u00e1tenia platby pri odst\u00fapen\u00ed od zmluvy v r\u00e1mci 14 d\u0148ovej lehoty. \u010ealej sa pr\u00edpady spotrebite\u013eov t\u00fdkaj\u00fa nedoru\u010den\u00e9ho tovaru alebo im pred\u00e1vaj\u00faci doru\u010dil nie\u010do in\u00e9, ako si objednali.<\/p>\n

ESC v minulom roku rie\u0161ilo aj pr\u00edpady spotrebite\u013eov s leteck\u00fdmi spolo\u010dnos\u0165ami, ktor\u00e9 sa t\u00fdkali zru\u0161enia, \u010di ve\u013ek\u00e9ho me\u0161kania letu. V roku 2021 sme zaznamenali aj nieko\u013eko pr\u00edpadov zamietnutia n\u00e1stupu na palubu, hoci spotrebitelia splnili podmienky vstupu do jednotliv\u00fdch kraj\u00edn a predlo\u017eili platn\u00e9 digit\u00e1lne COVID certifik\u00e1ty. Oproti roku 2020 v\u0161ak bolo v tejto kateg\u00f3rii menej pr\u00edpadov, \u010do je zrejme d\u00f4sledkom pokra\u010duj\u00facej pand\u00e9mie, pr\u00edsnej\u0161\u00edch cestovn\u00fdch opatren\u00ed, ako aj zv\u00fd\u0161enej opatrnosti a men\u0161iemu po\u010dtu cestuj\u00facich v leteckej doprave.<\/a><\/p>\n

Mimos\u00fadne rie\u0161enie v \u010d\u00edslach<\/h2>\n

ESC v roku 2021 zodpovedalo 1560 ot\u00e1zok od spotrebite\u013eov a mimos\u00fadne rie\u0161ilo 440 cezhrani\u010dn\u00fdch s\u0165a\u017enost\u00ed, z ktor\u00fdch 251 smerovalo vo\u010di obchodn\u00edkom so s\u00eddlom v zahrani\u010d\u00ed. V 189 pr\u00edpadoch ESC pom\u00e1halo zahrani\u010dn\u00fdm spotrebite\u013eom, ktor\u00ed mali probl\u00e9m so slovensk\u00fdm pred\u00e1vaj\u00facim, \u010di poskytovate\u013eom slu\u017eieb.<\/p>\n

Pr\u00edpady slovensk\u00fdch spotrebite\u013eov smerovali najm\u00e4 vo\u010di obchodn\u00edkom so s\u00eddlom v Nemecku, Po\u013esku, Ma\u010farsku a Slovinsku. Najviac pr\u00edpadov v\u0161ak ESC ka\u017edoro\u010dne rie\u0161i s partnersk\u00fdm centrom v \u010ceskej republike. V 67 % ukon\u010den\u00fdch pr\u00edpadov do\u0161lo k \u00faspe\u0161n\u00e9mu vyrie\u0161eniu sporu v prospech spotrebite\u013eov.<\/p>\n

So slovensk\u00fdmi obchodn\u00edkmi najviac probl\u00e9mov prostredn\u00edctvom ESC rie\u0161ili spotrebitelia z Ma\u010farska a \u010ceska, nasledovali nemeck\u00ed spotrebitelia a tie\u017e spotrebitelia z Rumunska a Bulharska. Zmierliv\u00e9 rie\u0161enie sporu sa podarilo dosiahnu\u0165 v 66 % ukon\u010den\u00fdch pr\u00edpadov.<\/p>\n

Pochybn\u00e9 ponuky na soci\u00e1lnych sie\u0165ach<\/h2>\n

V minulom roku sa uk\u00e1zalo, \u017ee spotrebitelia sa \u010dasto dostan\u00fa do probl\u00e9mov cez reklamn\u00e9 ponuky, ktor\u00e9 sa im zobrazia na soci\u00e1lnych sie\u0165ach. Bez overenia predajcu a h\u013eadania recenzi\u00ed si objedn\u00e1vaj\u00fa tovar z n\u00e1kupn\u00fdch gal\u00e9ri\u00ed<\/a> alebo zadaj\u00fa svoje platobn\u00e9 \u00fadaje do l\u00e1kav\u00fdch internetov\u00fdch pasc\u00ed.<\/p>\n

Pri n\u00e1kupn\u00fdch gal\u00e9ri\u00e1ch sa pr\u00edpady t\u00fdkali najm\u00e4 toho, \u017ee tieto platformy nemaj\u00fa z\u00e1ujem rie\u0161i\u0165 reklam\u00e1cie nespokojn\u00fdch spotrebite\u013eov a\u00a0odkazuj\u00fa ich na pred\u00e1vaj\u00facich, ktor\u00ed maj\u00fa s\u00eddlo v\u00e4\u010d\u0161inou v\u00a0\u010c\u00edne.<\/p>\n

S predplatn\u00fdmi pascami sa stret\u00e1vame u\u017e nieko\u013eko rokov.<\/a> L\u00e1kaj\u00fa spotrebite\u013eov na mimoriadne v\u00fdhodn\u00e9 vyu\u017e\u00edvanie nejakej internetovej slu\u017eby zaplaten\u00edm ve\u013emi malej sumy. Pri registr\u00e1cii sa iba mal\u00fdm p\u00edsmom objav\u00ed inform\u00e1cia, \u017ee pri platbe si spotrebitelia objedn\u00e1vaj\u00fa aj predplatn\u00e9 in\u00fdch slu\u017eieb. Pri niektor\u00fdch internetov\u00fdch pasciach sa t\u00e1to inform\u00e1cia neobjav\u00ed v\u00f4bec. St\u00e1va sa tie\u017e, \u017ee si slu\u017ebu nevedomky predplatia na dlh\u0161iu dobu, ako je uveden\u00e9 v zhrnut\u00ed objedn\u00e1vky.<\/p>\n

Probl\u00e9my s\u00favisiace s pand\u00e9miou<\/h2>\n

V roku 2021 sme v ESC rie\u0161ili aj nov\u00e9 probl\u00e9my, ktor\u00e9 tu pred vypuknut\u00edm pand\u00e9mie neboli. Meniace sa opatrenia sp\u00f4sobovali nepr\u00edjemnosti nie len spotrebite\u013eom, ale aj mnoh\u00fdm pred\u00e1vaj\u00facim, \u010di poskytovate\u013eom r\u00f4znych slu\u017eieb. Najviac rie\u0161en\u00fdch pr\u00edpadov spo\u010d\u00edvalo v (ne)cestovan\u00ed.<\/p>\n

Leteck\u00e9 spolo\u010dnosti a sprostredkovatelia predaja leteniek<\/h3>\n

Spotrebitelia, ktor\u00ed si zak\u00fapili letenky cez r\u00f4zne sprostredkovate\u013esk\u00e9 port\u00e1ly a nie priamo od leteck\u00fdch spolo\u010dnost\u00ed, mali probl\u00e9m dosta\u0165 sa sp\u00e4\u0165 k peniazom. Na jednej strane dopravcovia odmietali vyplati\u0165 platby za zru\u0161en\u00e9 lety sprostredkovate\u013eom a trvali na tom, \u017ee ich zaplatia priamo cestuj\u00facim. Tento postup od\u00f4vod\u0148ovali t\u00fdm, \u017ee sprostredkovatelia si ponechaj\u00fa platby a \u010falej ich nevyplatia, \u010do sa neraz potvrdilo. Na druhej strane bolo be\u017en\u00e9, \u017ee aj leteck\u00ed dopravcovia zadr\u017eiavali cestuj\u00facim platby a to najm\u00e4 v pr\u00edpadoch, ke\u010f ich o vr\u00e1tenie sami nepo\u017eiadali.<\/p>\n

Peniaze za zru\u0161en\u00e9 pobyty<\/h3>\n

ESC pom\u00e1halo aj spotrebite\u013eom, ktor\u00ed sa sna\u017eili z\u00edska\u0165 sp\u00e4\u0165 svoje peniaze za zru\u0161en\u00e9 pobyty. Probl\u00e9my robili najm\u00e4 ch\u00fdbaj\u00face jednotn\u00e9 pravidl\u00e1 t\u00fdkaj\u00face sa mo\u017enosti zru\u0161enia rezerv\u00e1cie ubytovania. Karant\u00e9nne opatrenia priniesli v sektore ubytovac\u00edch slu\u017eieb r\u00f4zne situ\u00e1cie. V niektor\u00fdch pr\u00edpadoch slovensk\u00ed spotrebitelia po\u017eadovali vr\u00e1tenie platby za ubytovanie, nako\u013eko u n\u00e1s pandemick\u00e1 situ\u00e1cia umo\u017e\u0148ovala cestovanie, av\u0161ak hotel v zahrani\u010d\u00ed bol zatvoren\u00fd. Ubytovatelia v zahrani\u010d\u00ed im v\u0161ak pon\u00fakali iba poukazy na ubytovanie v inom term\u00edne. V in\u00fdch pr\u00edpadoch spotrebitelia mali rezervovan\u00e9 ubytovanie v zahrani\u010d\u00ed, ktor\u00e9 bolo v prev\u00e1dzke, no v term\u00edne pobytu spotrebite\u013e nemohol vycestova\u0165 napr\u00edklad kv\u00f4li z\u00e1kazu cestovania mimo okresu.<\/p>\n

\u010eal\u0161ie pr\u00edpady sa t\u00fdkali poukazov na pobyt, ktor\u00e9 v roku 2020 vystavil pre slovensk\u00fdch spotrebite\u013eov taliansky penzi\u00f3n. V roku 2020 mali spotrebitelia za investovan\u00e9 peniaze str\u00e1vi\u0165 pri mori 12 dn\u00ed. Uk\u00e1zalo sa v\u0161ak, \u017ee dan\u00fd penzi\u00f3n v roku 2021 zv\u00fd\u0161il ceny tak, \u017ee hodnota poukazu vysta\u010dila u\u017e len na 7 d\u0148ov\u00fd pobyt.<\/p>\n
